The main function of the control center is to answer calls and dispatch vehicles to the incident, the player in-game needs to park these cars and complete the mission, so you can't force a car to drive somewhere from the control center.

If you meant, 'drive the cars by yourself through the map', that's neither possible as far as I know, because the game is not intended as a driving simulator.
